The main objective of this project
is developing the infrastructure and extending the competences of the
Oenology Laboratory to trials and physico-chemical analyses for must, wine
and other alcoholic beverages. Therefore, new methods are being brought in,
in accordance with the international ones, for determing the quality of the
wine, its origins and its authenticity. One of
the main conditions required by the European Committee aquis is to correctly
apply the community requisitions referring to the European Common Market,
defined as a no borders area, where there is a free passing of products,
persons, services and capital. The Common Market is built upon free market
economy, where competition and economic cohesion play an essential role.
Romania's entering in the EU Common Market requires developing a network of
laboratories that can certify Romanian wines' quality for export. The project wants to extend the
authority of the oenology laboratory so that, in the end, the authorized
methods could strengthen the evaluating and certification objectives of the
Romanian wines in accordance to the European standards. In the end, the project
will lead to the authorization of four new analysis methods, according to the
EU standards. Until now, in Romania, there has
been no laboratory for certifying the obtained wines. Therefore, the Oenology
Laboratory must be able to certify, through the above mentioned analysis
methods, the quality of the wine but also its authentic and tipicity. The project will have to find the specific trial
procedures. In the end, the project will authorize the above mentioned
methods. The project's purpose is to develop
the evaluation activities from the concordance and standardization according
to the principles and international practices meant to eliminate the
technical borders of commerce, especially those within the European Union and
therefore to promote free circulation and international recognition of the
products. |

The actual technical support and
the qualified personnel of the Oenology Laboratory allow performing
physico-chemical analyses of wine and other drinks, necessary to the research
from the thematic plan. Due to the modern equipment (gas chromatography,
UV-VIS spectrometry, HPLC, Atomic Absorption Spectrometry), the research can
be internationally recognized. The new technology allows us to perform
physico-chemical analyses in accordance with the OIV standard methods or
rapidly agreed upon and validated methods by international forums: analysis
methods in accordance with the order 85/591/CEE and recommended methods by
the International Standardization Organization (ISO). Adding to the technical support
can extend the area of the lab analyses that can be performed in accordance
with international standards. In this way, the Oenology laboratory will be
able to perform, beside the whole pack of usual analyses, a series of high
complexity analyses that could lead to a diversification and specialization
of research. |

The results that will be obtained
will be classified according to the nature of the participating unit and
according to its objectives. The laboratory will be authorized within a
learning unit that, according to the stipulations of order OG nr.57/2002 has
judicial personality and is part of the national research network.
Intellectual proprietorship of the research's results belongs only to the one
participant in the project. |

This project has, firstly, a
social impact as it aims at an institutional restructuring, compatible to
that in the EU. Any delays in reaching this main objective result in more
delays in Romania's adhesion and moreover, delays in the global developing of
our state. The objectives of this project
lead towards a development of the national system for evaluation and
conformity validation, as well as towards forming and improving human
resources of the conformity validation infrastructure. The economic results are thought
to lead to a major qualitative growing of the wine making and alcoholic
beverages process. Moreover, the conformity validation process has a strong
scientifically character, based on physico-chemical indicators and will
therefore, guarantee its objectivity and certainty. The project will support and promote
the development of the viticultural and wine making production and its
qualitative rising to the EU standards. It is worth mentioning that this
project offers opportunities for the University learning as well, as the
research team members are among the teaching staff, with research based
experience. The inclusion of the students in this project is a promoting
factor of the objectives and activities of the project. |
